Washington voters say "no" to red light cameras

Voters in three Washington state cities, Bellingham, Monroe and Longview, voted to ban red-light cameras in elections yesterday.

According to The Seattle Times"Voters put a stop sign on red-light camera use", 65% of the voters in Monroe and 60% of the voters in Longview voted to discontinue the use of red light cameras in their cities. Voters in Bellingham voted 65% against starting a red light camera system.

Last week in Redmond, the city council voted to discontinue red light cameras in that city.

It's interesting to note that voters in Longview, ok'd continuing traffic cameras that catch speeders in school zones.

Washington state is not the only state in which red light camera bans have been put forth to the voters. In Ashtabula, Ohio, 60% of the voters voted for an addition to the city charter stating the city "shall not use any traffic law photo-monitoring device" unless a police officer is also there to write the citation.

Red light cameras have been controversial for sure. One study cited by the Insurance Institute for Highway Safety found that red light cameras change driver behavior not only at the intersections where they are installed but throughout a city. Opponents say they actually cause accidents.

Why the voter backlash against red light cameras?
The crux of the arguments against the cameras seem to be that:

  • Cities are using the cameras as a revenue-generating device.
  • People feel that since citations are sent to the registered driver, sometimes weeks or months after the fact, the car owner is stuck paying the ticket because he or she cannot always remember who was driving the car at the time the ticket was issued.
  • Many tickets are "technical" and issue citations for motorists won't don't stop long enough or not in the right position.
  • Motorists are issued school zone tickets even when children are not present.
  • The cameras can be a distraction to drivers.

The red light camera issues is a contentious one and with a strong movement opposed them, you'll probably be voting on them in your city before too long.

Washington State Patrols warns drivers to not drive drowsy

The Washington State Patrol just released a media release about the dangers of drowsy driving. According to the WSP, driving drowsy can be just as dangers as driving under the influence or driving distracted.

The WSP reports that 17 people were injured and 74 people were seriously injured in 2010 in Washington state due to motor vehicle accidents in which a driver was driving while drowsy or fell asleep at the wheel. Sleep deprivation is one of the top causes of car accidents and people who are tired and drowsy have impaired brains in the same way that alcohol can impair a brain.

“It always breaks my heart to hear that someone was killed or injured because a driver fell asleep at the wheel; these are totally preventable deaths and collisions,” said Chief John Batiste, Washington State Patrol.

Drivers know when they are driving drowsy. The signs are unmistakable: having trouble keeping eyes open, problems keeping the head up, drifting from their line, swerving, tailgating, missing traffic signs, driving past their exit, inability to remember miles driven and feelings of restlessness. These are signs that drivers must pay attention to.

Drivers who fall asleep often are involved in single car accidents in which they go off the road and hit a tree, a telephone pole or land in a ditch. Drivers who are sleep deprived have impaired coordination, longer reaction ties and impaired judgment. Sometimes they kill their passenger, their baby or a spouse. Sometimes they kill bicyclists or people walking along the road or innocent people in another passenger vehicle.

Driving while drowsy is not only dangerous but it is illegal. If a driver is so drowsy that they fall asleep at the wheel or cause an accident, they are failing to exercise due care and they can be charged with negligent driving. Last week, a Seattle motorcyclist was sentenced to 16 months confinement because she fell asleep during a cross-country motorcycle race and hit and injured two bicyclists causing serious injuries.

The U.S. Department of Transportation has been working hard to reduce sleep-deprived driving in the commercial trucking industry by requiring physical exams, screening for sleep apnea and requiring rest periods.

The Washington State Patrol provides the following safety trips for motorists to avoid accidents:

  • Make sure you are rested before taking a road trip
  • Stop for breaks
  • Tag team driving with a buddy
  • Take a break every 100 miles or 2 hours
  • Take a 15-20 minute nap if you feel drowsy
  • Avoid alcohol and medications that cause drowsiness
  • Don't drive at time when you would normally be sleeping

How To Get the Most From Your Accident Settlement

If you’ve ever been in an accident and tried to collect an accident settlement from an attorney, then you know just how complicated, stressful and frustrating the process is. Understanding Personal Injury Law

2 injured when motorcycle hits deer in Maple Valley

A 41-year-old Auburn man was critically injured and his passenger, an 11-year-old-girl, was injured when the motorcycle they were riding struck a deer on Highway 18 near Maple Valley on Sunday night.

The man was airlifted to Harborview Medical Center in Seattle; His condition is unknown. The girl was taken to Valley Medical Center for treatment.

Every year there are over a million collisions with deer, according to the Insurance Information Institute. Deer collisions result in approximately 150 fatalities and 10,000 injuries. Motorcyclists are especially vulnerable in a collision with a deer. In 85% of motorcycle-deer collisions, the motorcyclist is killed while only 2% of car-deer collisions result in a fatality to the motorist.

Washington state is one of the top 10 states with the highest motor vehicle-deer collision rate.

We wish both the motorcycle operator and his passenger a speedy recovery.

Seattle woman injured after being hit by police ATV in Miami

A Seattle woman, Kitzie Nicanor, was injured along with two other people as she sat on a Miami beach when she was hit by an ATV driven by an on-duty Miami police officer early Sunday morning.

Nicanor's injuries were were not reported but her friend, Luis Almonte suffered a shattered femur in the accident. Nicanor and Almonter had been sitting on the beach waiting for sunrise when they were hit.

According to a report on PoliceOne.com, the officer, Derrick Kulian, was on-duty and reportedly had been drinking at a The Clevelander hotel bar prior to driving his ATV. Kulian was apparently joy riding with a female, Adelee Sharee Martin, that he had met at the bar and was driving with his lights out. Martin was thrown from the ATV in the accident and suffered minor injuries.

One witness told The Miami Herald that Officer Kulian fled the accident scene on foot.

The Miami Herald reports that Kulian, and a second police officer, Rolando Gutierrez, had both been drinking at the Clevelander Hotel. Both officers reportedly are being processed for termination.

This certainly seems like a scandal in the Miami police department. The police were charged with patrolling the beach due to a rash of thefts yet their reckless behavior resulted in the injury of citizens they were hired to protect.

J.D. Power Study on Automotive Emerging Technologies Study

Drivers are still seeking improved safety features in their vehicles. A study by J.D. Power and Associates measured consumer interest and purchase intent for emerging automotive technologies both before and after a market price was presented. While consumers are interested in wireless connectivity systems, mobile routers, navigation systems and other technologies, the feature that drivers were most interested in (77%) was a blind spot detection device.

What is a Blind Spot?

World Health Organization kicks off "Decade of Action for Road Safety"

The World Health Organization estimates that motor vehicle accidents will kill 1.9 million peope a year between now and 2010. Starting May 11, 2011, the WHO -- with the participation of dozens of countries -- have kicked off a global road safety campaign called "Decade of Action for Road Safety 2011-2010" and their goal is to save millions of lives.

Motor vehicle accidents affect all nations and is the leading killer of the world's young, ages 15-29. With 1.3 million people killed annually in motor vehicle accidents, car accidents are the ninth leading cause of fatalities globally.

In addition to those killed in motor vehicle accidents, 20-50 million people are injured every year, many seriously.

The Global Plan to reduce motor vehicle fatalities includes:

  • Improving road safety
  • Improving vehicle safety
  • Improving emergency services
  • Building up road safety management.
The plan also seeks legislation and enforcement of safety precautions including helmets for bicyclists and motorcyclists; mandatory seat belt use; mandatory child safety restraints; reduction in drinking and driving; reduction of speeding.

The Global Plan seeks to save 5 million lives every year and prevent 50 millision serious injuries in the ensuing decade.

Husband killed, wife injured in West Richland motorcycle accident with vehicle that crossed centerline

The TriCity Herald.com reports that Joel Vance, 52, was killed and his wife, Lorri Vance, 51, was seriously injured in a West Richland motorcycle accident on Saturday at 4:38pm .

According to the report, the couple who are from Benton City, were both riding motorcycles west on Kennedy Road, when an eastbound sedan crossed the centerline line and collided with the couple head on.

Joel Vance died at Sacred Heart Medical Center in Spokane. Lorri Vance was taken to Kadlec Regional Medical Center in Richland.

Police are investigating the cause of the accident but at this point speed is considered a contributing factor.

Motor vehicle accidents when one driver crosses the centerline are among the highways most deadly. Often speed, driving under the influence or distracted driving can be causes.

Kirkland's Evergreen Hospital designated Level III trauma center

The Washington Department of Health has designed Evergreen Hospital Medical Center in Kirkland, Washington a Level III Trauma Center.

Level III Trauma centers can perform 24-hour emergency surgery and resuscitation. Previously, Evergreen Hospital was designated a level IV trauma center.

Evergreen was ranked #2 in Washington state and Top 10% in the nation for General Surgery by HealthGrades.

Harborview Medical Center
in Seattle provides Level I trauma services in the region for patients requiring neurosurgery, plastic surgery, orthopedic surgery or a maxillofacial surgeon.

Shelton man killed in Lacey-area motorcycle accident

The Seattle Times reports that Steve E. Strand, 55, of Shelton, was killed in a Lacey-area motorcycle accident on Wednesday night. Strand, the father of five sons, was hit by a pickup truck driven by Brett Sotak.

According to the report, Brett L. Sotak, 39, of Lacey, was to believed have caused the fatal motorcycle accident. Police arrested Sotak and are investigating for Vehicular Homicide. Washington State Vehicle Code RCW 46.61.520 states that a driver can be charged with Vehicular Homicide if someone is killed in a motor vehicle accident and the driver was under the influence of alcohol or drugs. Sotak has two prior DUI convictions.

Cle Elum man killed when snowmobile hits elk, passenger injured

Joseph Heitman, 25, of Cle Elum, was killed in a Cle Elum-area snowmobile accident on Saturday and his passenger, Karla Vicente, 19, of Ellensburg was critically injured.

The Yakima Herald.com reports that the snowmobile accident occurred on McElroy Road late Saturday. Heitman was driving his 2003 Polaris at a high rate of speed when he collided with the elk

A passerby called firefighters and attempted to revive Heitman but he succumbed to his injuries.

Vicente was taken to Harborview Medical Center in Seattle for treatment of her injuries.

Motorcyclists and snowmobilers are most at risk in deer or elk collisions. When cars collide with wildlife, in only 2% of the cases there is a fatality to the driver. However, in 85% of motorcycle-wildlife collisions, the driver is killed.

In October, November and December, motorists are at the highest risk of collisions with deer and other wildlife because of wildlife migration. The Insurance Institute for Highway Safety reports that insurance claims for collisions with wildlife are at their highest in November.

Causes of Traumatic Brain Injury

Vancouver, WA teenager killed in Indianapolis Motor Speedway motorcycle accident

Peter Lenz, 13, of Vancouver, Washington, was killed on Sunday in a motorcycle accident at the Indianapolis Motor Speedway.

The Seattle Times reports Lenz was riding a warm-up lap before a race he was entering when he fell off his motorcycle and was hit by another motorcyclist.

Lenz suffered "traumatic injuries" in the accident and was pronounced dead three hours later.

The track was described as "slick" and "challenging" at the time of the accident.

The Times said that Lenz was a well-known racer despite his age. He had won nine national championships and nine regional titles said The Times.

Wapato man injured in hit-and-run motorcycle accident

Magdaleno G. Vela, 74, of Wapato, was injured in a motorcycle accident when he was rear-ended by a Mazda Protégé whose driver then left the accident scene.

Vela was thrown from his motorcycle in the accident and was taken to Yakima Regional Medical Center, treated and released.

The motorcycle accident occurred on U.S. Highway 97, north of Toppenish, around 8:50pm reports the Yakima Herald.com.

The State Patrol located the Mazda but do not yet know who was driving it at the time of the accident.

Canadian man rear-ended in Omak motorcycle accident

Joseph L. Royer, 67, of Comox, BC, was airlifted to Harborview Medical Center in Seattle after he was rear-ended in a motorcycle accident while riding his Harley Davidson Motorcycle in Omak. Royer suffered multiple fractures in the accident.

According to a report in The Wenatchee World, Royer was riding his motorcycle on Highway 97 around 8:15pm when he was hit by a Volkswagen Jetta driven by Jerry L. Branter, 23, of Okanogan. The report said that Branter was speeding and was attempting to pass another vehicle when he hit Royer.

Redmond man killed, father injured, in Othello motorcycle accident

Kenneth C. Owens, 55, of Redmond, Washington was killed in a motorcycle accident near Othello on Wednesday afternoon. His father, Robert E. Owens, 76, also of Redmond, was listed in critical condition with hand and internal injuries at Kadlec Medical Center in Richland.

According to a report in the Yakima Herald.com, John Mosley, 61, of Cle Elum, crossed the centerline line on State Route 17 around 2:15pm and hit the motorcycles driven by the Owens'. Another motorcycle rider, Michael Willard, 73, of Freeland, was not injured but his motorcycle was damaged by flying debris.

Police are investigating the cause of the motor vehicle accident but they do not believe alcohol or drugs were involved.

Fife man injured in Cle Elum motorcycle accident

Michael G. Vicente, 26, of Fife, suffered a shoulder injury when he was involved in a motorcycle accident in Cle Elum.

According to the Yakima Herald.com, Vicente was traveling southbound on Oak Street, the Interstate 90 overpass, when he crossed the centerline and hit the guardrail.

Vicente was taken to Emergent Care in Cle Elum for treatment.
